Nurse-led oversight for the agentic AI era.
NAIO — Nurse-led AI Oversight — is the body that authors and stewards EDENA and its canon. It exists to make one claim operational: as AI moves from generating answers to taking action, that action must remain bounded, accountable, reversible, and human-stewarded.
To institutionalize nurse-led, runtime governance of AI.
The NAIO Institute exists to establish — as standing doctrine, not occasional commentary — the governance of AI at the moment it acts. Its mission is to ensure that intelligence remains bounded, accountable, reversible, and human-stewarded, so that the systems now reaching into care, institutions, and the physical world stay under human authority.
The institute holds that static ethics is not enough once AI can act. It therefore authors a body of work that turns principle into enforceable standard, and stewards that work as the technology, the regulation, and the threat surface continue to move.
One body of work, stewarded as a whole.
EDENA does not stand alone. It sits within a canon authored by the NAIO Institute — values, charter, trust doctrine, normative standards, and a reference architecture — each part reinforcing the others. Together they define what nurse-led, runtime governance of AI requires.
NAIO Values Statement
The founding document of three roles that must never collapse into one: agents generate options, humans make accountable judgments, and nurses steward through whole-person, systems-aware judgment. Source of "tier the interaction, gate the action" and the named-human loop.
Constitutional Charter
The constitutional layer of the canon — establishing the authority, scope, and standing commitments of nurse-led AI oversight, and the principles to which every standard and build is held accountable.
Trust Framework
The doctrine that trust is engineered, not assumed. It names "AI slop" — output that appears correct but is semantically unreliable, contextually shallow, or clinically unsafe — and prescribes structure, grounding, validation, and accountability as its remedy.
EDENA-AS
The Agentic Systems Standard. Capability boundaries, tiering, least-privilege tooling, registered owners, escalation, and containment for AI that uses tools and acts — written to answer the OWASP Agentic Top 10.
Agentic Systems Standard StandardEDENA-RS
The Robotic Systems Standard. The doctrine extended to AI that moves through the physical world: robots act within bounds, humans hold authority, and nurses steward the whole environment.
Robotic Systems Standard ArchitectureFlorence X
The reference architecture where EDENA sits between AI intent and action — PHI on the edge, cloud inference only on redacted non-PHI prompts, on a loop of Signal → AI Processing → EDENA Gate → Human Validation → Action → Feedback → Learning.
How EDENA fitsThe stewardship layer is a deliberate choice, grounded in trust and epistemology.
Naming nurses as the stewardship layer is not symbolic. It rests on the most sustained record of public trust of any profession and on a distinctive way of seeing — whole-person, systems-aware — that is exactly what governing the environment around AI demands.
Trust, sustained over 24 years
For the 24th consecutive year, Gallup found Americans rate nurses the most honest and ethical profession — an unmatched record that is the institutional basis for nurses as the appropriate authority class for stewarding AI in care.
The 2025 ANA Code of Ethics
The American Nurses Association's 2025 Code makes the mandate explicit: nursing practice authority can be eroded by AI when integrated carelessly, and nurses must ensure the responsible use of evolving technology by critically questioning its assumptions.
Whole-person, systems-aware judgment
Nursing epistemology sees not only the output but the patient, family, workflow, unit culture, burden, and downstream consequence. The Code's new Provision 10 extends that role to global health and environmental well-being — stewardship of the whole environment, not just the task.
EDENA is the institute's flagship runtime-governance framework.
Within the canon, EDENA is the framework that turns the institute's values into a working contract at the moment AI acts. It is where the doctrine meets the gate. The three roles never collapse: agents propose, humans judge, nurses steward.
That is the institute's standing claim and the movement it works to advance — that authority over action stays human even as intelligence scales.
Where AI scales intelligence, EDENA scales stewardship.

Read the principles, then walk the adoption path.
The twelve principles are the backbone of the framework; the adoption path turns them into a staged build an institution can actually complete. Start with whichever the moment calls for.
